15.0: Adding an extra RC2 to the schedule

I'm rolling 15.0-RC2 very soon after RC1 to fix a bug affecting some
cloud image builds. (Non-cloud builds will not see any changes aside
from the version number.)

The -RC2 planned for November 21st will now be 15.0-RC3.
