security/gost-engine: update to g20220520

Update gost-engine to latest commit in its openssl_1_1_1 branch.

Note that this port does not work with OpenSSL 3+,
sources of another gost-engine branch are needed for that.
Explicitly state that cmake>=3.18.1 is needed.
