lang/rust: Update to 1.60.0
- Switch to using "x.py dist" instead of "x.py build" in the do-build phase as we are missing the rustc-dev component on nightly
- Revert part of [1] as it causes cross build problem with lang/rust-bootstrap@powerpc
- Mark devel/racer as deprecated: it's hard to maintain due to recurrent build problem and it's not actively maintained. Upstream advises to use devel/rust-analyzer instead.
