sysutils/mgeupsd: Deprecate ancient port

Last release was in 1999. It is unclear that this port works with any hardware
that is still in production.

Give plenty of time for this change to reach 2022Q3 in case some users only
check quarterly branches.

Nevertheless, while here, reformat patches.
