security/pkcs11-tools: update to 2.5.0

• Use USES=autoreconf:build instead of BUILD_DEPENDS autoconf and automake.
• Remove ".include <bsd.port.options.mk>" from Makefile
• Reorder some variables and put it in correct blocks
