multimedia/makemkv: Update to 1.17.3

Changelog:

• Added support for 4K BDAV discs
• [Fix] DV HEVC streams with certain encoding were processed in a non-compatible way
• [Fix] CellWalk scan faild on some DVDs

Also update statically linked ffmpeg to 5.1.2.
