net/libpfctl: add missing patch to 14.0

The 2b1eb63fc9c6d6f64baaac59b7ea7c2a3228c03f: "libpfctl: be more tolerant of kernel extensions"
patch didn't make it into the 14.0 version of libpfctl. Spin the revision to add that.
