math/Imath: update to v3.1.12
Upstream reports:
- Support for compiling half.h with hip-runtime-amd
- Fix improper versioning in cmake and pkgconf configuration files.
Switch to downloading (from Github) the version for which upstream
provides Sigstore certifications.
