devel/hare: upgrade to version 0.25.2

• Adjust MASTER_SITES to allow a complete distname and follow suit of other ports in tree that are hosted on Sourcehut. This also allows for reduction of variables set in port Makefile
• Improve usage of Ports framework
• Enable verbose build output
• Respect framework CFLAGS and other variables
