Summary

Upgrade shells/fish to 2.5.0. Unlike 2.4.0, this version requires C++11.

Test Plan

Built with ports on TrueOS and tested by hand. Built with Poudriere for 11.0
with and without each option.

Looks pretty good. I don't think we generally split USES into multiple entries like that, but just use \ for a line break.
