- Update PORTVERSION and distinfo checksum (13.2.20161101)
- Remove unnecessary FETCH_ARGS= -Fpr since is already default.

Test Plan

• portlint -ac output looks fine.
• port test [OK]
• poudriere testport builds for {9.3,10.1,10.2,10.3,11.0}{i386,amd64} [OK]

@cpm Full context would great. If you're using svn diff manually instead of devel/arcanist (arc diff --create), then use svn diff --diff-cmd=diff -x -U9999 to include full context, but using arcanist (arc) is preferred
