DRAFT: Refit bcm2838_pci driver to also support BCM2712

Summary

Since the logic is largely similar, support for the BCM2712's pci bus can be added to the BCM2711's driver. Callback functions to implement platform-specific versions of operations are assigned at runtime by checking FDT compatibility.
