Summary

After commit 905571c03119 ("Remove copyright strings printed at login
time via login(1) or sshd(8).") nothing in the base system uses this,
so there is no reason to have it in the default file.

What about the test cases in usr.sbin/etcupdate/tests/conflict_test.sh and usr.sbin/etcupdate/tests/tests_test.sh? Would they need any changes to remove the copyright line?
