It's the latter, but I formatted it as a tip because if you just start creating a thin jail at this point in the text, you will fail. You should do the steps in the earlier section first.

In that case, I think this should be a normal step, the first one instead.
A tip is something that you might do to get some benefit (like saving time, disk space, etc), but that you can omit if you want.
This case is different: it needs to be done.
