R11:ef1b781fb1d8: sysutils/htop: Fix CPU usage in FreeBSD

Summary

Since htop was upgraded to 3.3.0 it doesn't show correct CPU utilization.
Bug is reported and fixed upstream but no new release is tagged. In the meantime use patchfile.

Test Plan

Tested on my 14.1-RELEASE and 15.0-CURRENT.
