cad/libbgcode: new port

Summary

This port is required by PrusaSlicer 2.7.x

Initial version has been submitted by Teodor Sigaev (maintainer of cad/PrusaSlicer).
Here is slightly reworked version and tested with and without debug option.

Test Plan

Tested on my & Teodor's machines (15-CURRENT & 14.0)
Portlint & portclippy are happy
Waiting for poudriere results

Updated version - made poudriere happy.

@lwhsu , now all tests are passed, portlint & portclippy are happy. If no objectives, I would like to commit it
