lang/ruby31: Fix build with libressl 3.6

Summary

This was fixed upstream in
https://github.com/ruby/ruby/commit/aee36dd7880316a647ac2b3da98c2c1a14bf41c6
but never backported to the 3.1 branch.

As we're on LibreSSL 3.6 now, add a simple patch to just drop the check
for libressl completely.
