R9:6a430fe152e6: documentation/pdf: Improve zh-cn|zh-tw font issues

Summary

Documentation has problem when generate pdf in zh-tw(Chinese) version. There is tofu. So I think the solution is to pkg install noto-tc(a zh-tw font from google) and apply the font.
Other font may meet same problem(like zh-cn ...). It can also use the same way here. This patch just take zh-tw font for example.
