net-mgmt/riemann-c-client: fetch from public_distfiles

Summary

Due to de-github-ification by upstream repo, we can't fetch the
tarball from github. In the interim, stash copy in FreeBSD distfiles,
until a more appropriate solution is found.

Run portfmt while here.
