Summary

Proposed commit message:

New Port: dns/dnscrypt-wrapper

This is a port of dnscrypt-wrapper, which adds dnscrypt support to any name
resolver. It is the server-side counterpart of dnscrypt-proxy, and is in fact
derived from its source.

Test Plan

portlint -AC:

looks fine.

rclint dnscrypt-wrapper.in

Checking dnscrypt-wrapper.in
ERROR:root:[0]: No description included

Poudriere checked on all releases, see:
https://bugs.FreeBSD.org/bugzilla/show_bug.cgi?id=200015#c4

Runtime worked after adding a flag. I thought there was an issue but I believe this was my misunderstanding for my local setup.
