Summary

This diff updates www/py-django-taggit to version 0.15.0 , making it compatible with Django 1.8.2 which moved away from django.db.models.related.RelatedObject.

This gets us one step closer to a working Pootle port.

While here add NO_ARCH=yes.

Test Plan

Succesfully ran 'poudriere testport' for FreeBSD 8,9,10 i386/amd64
