Add Iran User Group

Summary

Add the Iran User Group.

I think that with this patch, we can solve two PR:

This 238757[1] and this 220047[2] because is another Iran User Group and seems that the activity is halted.

Test Plan

Compile the website

I'd start the text right after the opening <description> tags and the closing tag right after the sentence stop after "Freenode".

Other than that, it's good to go.
