rP487873: databases/couchdb2: bump PORTREVISION after lang/erlang-runtime21 was updated

Summary

erlang-runtime21 is a dependency of databases/couchdb2 now.
While it's easy to have the port bundle its entire OTP runtime
internally, users requested having a direct dependency on the installed
OTP. We need to port bump databases/couchdb2 every time OTP itself is
bumped. A reminder is added to lang/erlang-runtime21 port to do this, or
suffer the NoSQL wrath and become unJOINed from the database.
