Update modsecurity 3 plugin for www/nginx

Summary

This patch updates the modsecurity 3 plugin to the latest version which has introduced the modsecurity_transaction_id statement.

Test Plan

Port builds and packages fine with the patch applied. No complaints from poudriere testport when ran.
