rP462255: Update kdelibs to 4.14.38.
Summary

This appears to be the last kdelibs released by upstream.

Compared to the version in our kde5-import branch, there are no additional
patches changing things to use the "-kde4" suffix. I also did not understand
why patch-cmake-modules-CMakeLists.txt was removed and why
patch-mimetypes_kde.xml was added again, so I've left those changes out as
well.

Test Plan

It built fine on HEAD. I will ask for an exp-run once this change is approved.
