rP447283: textproc/rubygem-scss_lint, textproc/rubygem-compass,
Summary

Update RUN_DEPENDS for ports that depend on textproc/rubygem-sass, but require a
version less than 3.5, so that textproc/rubygem-sass can be updated.

Currently, after installing rails and doing rails new fooapp causes bundler to
pull in a newer version of sass-rails.

While here, fix portlint warning.

Test Plan

portlint -C
poudriere testport 10/11 i386/amd64 all fine
