Convert sysutils/rdiff-backup/Makefile from Latin1 to UTF-8 using:

$ iconv -f LATIN1 -t UTF-8 Makefile > x && mv x Makefile

Changing Makefile to ASCII to see if arc will upload it as text instead
of binary.

Using arc diff --update D11469 --encoding ISO-8859-1 this time, as
recommended in the documentation.
