Remove redundant BROKEN_SSL and add explicit openssl v1.1.1 dependency. After tpm2-tss updates the package build for main-i386-default was failing with: tpm2-tools-5.2 is marked as broken: does not build with DEFAULT_VERSIONS+=ssl=openssl.
