Fix a traceroute problem in the CISCO HDLC mode. (cisco routers not
returning ICMP_TIMXCEED)

use CISCO_UNICAST instead of CISCO_MULTICAST to send normal packets.
this is needed for packets to get processed by a cisco router,
but doesn't matter if a packet is just forwarded.
