Update to use ports tcl 8.0 / tk 8.0:

patch-af is new to adjust configure in order to find the tcl/tk config
files.

Also adjust patch-aa which didn't completely reflect the previous upgrade
to scotty-2.1.6 (version numbers off-by-one.)
