graphics/mypaint: Fix packaging with Python 3.8

• Also apply the same fix as in r559094 by stripping libraries by wildcard paths.

• Add "noflavors" to USE_PYTHON as well to avoid package name collisions if built with "BUILD_ALL_PYTHON_FLAVORS".
