databases/postgis31: Update to 3.1.1

This release is a bug fix release, addressing issues found in the previous 3.1 release.

• Crash passing collection with only empty components to ST_MakeValid
• Make the VSICURL synthetic driver work as documented
• Unstable results from ST_MakeValid
• Avoid listing the same geometry in different collections
