New port devel/Makefile: a library and CLI tool for i-budy devices

libibuddy is a C library to control the i-buddy
USB device. A command line tool ibuddycmd is also
available to control it from the command line.

The i-Buddy is a small USB figure in the form of an
MSN messenger contact with butterfly wings.
