devel/p5-DateTime-TimeZone: Update to 2.41

Changelog[1]

• Last release was missing all generated data files
• Custom dzil plugin makes sure release has all generated data files
• Based on version 2020b of Olson database
• Include contemporary changes for Morocco, Casey Station, and the Yukon
• Remove very long-deprecated "US/Pacific-New" zone name
