www/py-django-timezone-field: Ignore releases newer than 4.x

• The 4.0 release dropped support for Django 1.11, 2.0 and 2.1 and Python 2.7 related code was also removed.
  
  Set PORTSCOUT accordingly as Django 1.11 still remains in the Ports tree until 2020Q2.
