sysutils/patchelf: Update to 0.10

While I'm here:

• Pet portlint/portclippy by moving USE_ variables to USES block.
• Remove superflous GH_PROJECT as it's already derived from PORTNAME.
• Update the WWW field to spare users from redirects.
