mail/dcc-dccd: reroll tarball, bump PORTREVISION

Upstream has rerolled the tarball:
"I discovered that I had made a mistake in
including files related to the old licenses in the tarball. They were
in pre-2019/LICENSE-rep,v and pre-2019/RESTRICTIONS,v"
