x11-themes/plata-theme: Update to 0.8.3
While I'm here:
- Order variables a bit according to the PHB (moved USE_GNOME to USES block and placed PORTDOCS above the options block)
Changelog:
- Rewrote GtkPopover's stand-alone flat GtkEntry selectors (Gtk 3.2x/4.0).
- Rewrote key color definitions (Gtk 2.0).
