devel/libtuntap: Update the port to the latest release (0.4)
Delete the libtuntap++ local patches, they're no longer needed.
This includes these changes by the upstream:
-The oldest cmake version allowed is now 3.0
-Now compiles against musl-libc
-The struct device is now opaque
