audio/rhvoice: Correct license, etc

Port changes:

• Correct license
• Rename PORTNAME into RHVoice: the project is called RHVoice, installs files and directories the include the "RHVoice" string, DATADIR and ETCDIR are now derived correctly
• Add @sample for the config file
