devel/pep8: Remove USE_PYTHON=concurrent; Add USE_PYTHON=noflavors

This port only provides one executable, and no usable libraries, therefore
flavors and concurrency aren't needed.
It has been renamed to 'pycodestyle', see devel/py-pycodestyle.
