emulators/nestopia: Update 1.48 -> 1.49

Port changes:

• Use DISTVERSION
• Add LICENSE_FILE
• Change cmake -> autoreconf, add BUILD_DEPENDS autoconf-archive
• Remove stripping: it's now done by the project
