Update to upstream version 1.3.6

Details:

• Update to upstream version 1.3.6
• Switch build system to cmake (mandatory upstream)
• Build shared libs, not static libs (upstream build system requires either-or; the number of consumers in the ports tree is small, this is unlikely to cause problems)
