sysutils/DTraceToolkit: Unbreak by fixing shebang

Port changes:

• Fix warnings about symbolic links by using ${RLN}
• Add USES=perl5 (obviously missing)
• Add USE_RUBY=yes (obviously missing)
• Add LICENSE
