Convert to USE_GITLAB

• Add NO_ARCH
• While I'm here:
  • Update RUN_DEPENDS: remove redundant LOCALBASE/bin
  • Convert to options target helper

I do not bump PORTREVISION because the content of both tarballs are identical.
