sysutils/htop: Update to 2.1.0-26

Port changes:

• Changed to DISTVERSION
• Added to USES
• Added SHEBANG_FILES
• Removed LIBS (not needed)
• Replaced WWW with the https version

Maintainer insisted on updating to the current version.
