devel/git-lfs: Update to 2.4.0

Port changes:

• Removed RUN_DEPENDS=bash (doesn't seem to be needed)
• Silenced the do-build command
• Renamed pre-install -> do-install
• Use ${MAKE_ENV} and ${GO_ENV}
