The upstream MPC project now uses GNU as their primary distribution
network, so adjust MASTER_SITES on our end. And remove a special
PORTSCOUT setting, which silently stopped working.

Since I fully tested this, this commit also adds a TIMESTAMP to
distinfo (but no other change).
