Update {BUILD,RUN}_DEPENDS: remove deprecated p5-Test-Block

• While I'm here:
  • Move test-only dependencies to TEST_DEPENDS
  • Clean up TEST_DEPENDS:
    • p5-Test-Spelling is unused
    • p5-Test-Dependencies, p5-Test-Distribution, p5-Test-Pod and p5-Test-Strict are used for author test
  • Sort TEST_DEPENDS
• Bump PORTREVISION for dependency change
