• Use WANT_PGSQL instead of hard-coded RUN_DEPENDS
• Fix PLIST
• Bump PORTREVISION for package change

Note that postgresql-client was already brought in via USES=pgsql.
Therefore the equivalent WANT_PGSQL is "lib server".
